State Health and Medicaid Analyst

Position Description:

We are inviting analysts to join us in contributing to state Medicaid and state health projects. Our current work includes a wide range of policy topics in health care service delivery and financing, payment reform, quality measures, and health and data systems change. Additionally, state health/Medicaid analysts will work on or support project management, change management, business-process redesign, and business development. State health/Medicaid analysts work on a variety of projects spanning policy and programmatic areas as well as program evaluation and implementation support. State health/Medicaid analysts work on projects such as:

  • Advising state health and Medicaid leadership on designing, implementing, and monitoring innovation initiatives aimed at expanding access to care, improving health care quality, promoting health outcomes, or reducing costs
  • Leveraging best practices in the literature and across health care payers to inform the creation of multipayer delivery system innovations
  • Identifying best practices in states for a variety of state Medicaid topics and converting those best practices to operational guidance for clients
  • Developing and applying frameworks for data governance and data quality assessment, program integrity, and value-based care
  • Identifying, building, and assessing quality and cost measures
  • Providing technical assistance and learning support for stakeholders, such as policymakers, commercial plans and health care providers
  • Improving processes and operations to help state agencies achieve their mission more efficiently and effectively
  • Performing financial and policy analyses to assist in designing or implementing payment and delivery reforms
  • Providing general consulting and advisory services to state Medicaid leadership and their teams

State health/Medicaid analysts typically work on more than one project at a time; however, state health/Medicaid analysts will likely be connected to only a handful of projects at a time, with most projects requiring team leadership and direct-client contact. State health/Medicaid analysts participate in key project tasks, which vary by project and may include:

  • Leading teams to implement and monitor policy
  • Assisting with quantitative analyses using large databases including health care claims and Medicaid program data to determine program outcomes or to conduct policy simulations
  • Developing specifications, user manuals, and other documentations for reporting systems and analytic tools
  • Engaging state or Medicaid leadership in problem identification and solutioning
  • Developing approaches to and participating in the writing of state requests for proposals (RFPs)
  • Supporting analysis of qualitative data collected from interviews, site visits, or other data collection efforts
  • Providing technical assistance to state agencies (for example, by designing webinars or responding to questions from providers/stakeholders)
  • Reviewing and summarizing the literature on current health policy topics and highlighting factors that are of interest to a specific state programs
  • Drafting client memos, issue briefs, chapters of analytic reports, and proposals for new projects
  • Assisting with budget revisions and contract proposals
  • Provide the energy, direction, and organization needed to help keep projects on time and on budget by serving as a central hub of project activities and facilitating communications across and between internal and external stakeholders.
  • Offer a full suite of project management support services, from helping project directors plan, manage, and close out complex projects, to monitoring designing and implementing tools and processes to help organize data and manage teams.
  • Develop and maintain project collaboration tools, including Microsoft Project schedules, SharePoint websites, Jira trackers, and Excel spreadsheets.

Position Requirements:

  • Master’s degree in public policy, economics, statistics, public health, a social science, or a related field or at least 3 years of state Medicaid or other state health experience
  • Strong problem-solving and policy analytic skills
  • Knowledge of quantitative and/or qualitative analytic methods is valuable, but not required
  • Strong critical thinking and attention to detail
  • Excellent oral and written communication skills; ability to write clear and concise policy and/or technical memos and documents
  • Ability to complete tasks on tight deadlines without compromising quality
  • Ability to support projects with an operational focus, and balance competing priorities
  • Experience working with a state Medicaid or other state health agency is preferred, but other federal government, foundation, policy research organization, or health care program experience is highly desirable
  • Knowledge of Medicaid and CHIP policies and programs, particularly from the state-perspective is preferred; experience working with Medicaid eligibility, provider,  claims, pharmaceutical, or clinical data is a plus
  • Experience or knowledge of health care  payment, risk-adjustment tools, hospital cost reports/or accounting is a plus
  • Operational experience and/or working for a state Medicaid executive previously are a plus

Candidates with post-graduate, relevant professional experience in priority policy areas within state Medicaid or other aspects of state health, are encouraged to apply. Various state and federal agencies with whom we contract require that staff successfully undergo a background investigation or security clearance before working on certain projects. If you are assigned to such a project, you will be required to obtain the requisite security clearance.

If awarded, individuals working on state Medicaid or other state health projects should be prepared to travel up to 20 percent of their time, as well as work at off-site locations in or near state Medicaid or other state health agencies. Remote-working or telecommuting arrangements will be considered.
