About the opportunity:

The Senior Manager, Business Development will lead activities associated with business development for Mathematica's International Unit. The Senior Manager will be responsible for developing of a robust pipeline of research and Monitoring, Evaluation, and Learning (MEL) opportunities. The Manager will also lead proposals to grow Mathematica’s work in international development, including establishing relationships and working with partners and clients in the international development ecosystem. The Senior Manager will possess strong market intelligence and experience in business development, including leading proposals in international development.

Responsibilities: 

• Lead business development strategy and growth for Mathematica’s international unit in collaboration with the unit’s Account Managers
• Conduct market research to identify and evaluate specific opportunities and market trends
• Lead and prepare expressions of interest, capability statements, responses to requests for information, and marketing materials
• Prepare bid overview sheets, competitive assessments, and win strategies and communicate overall capture progress to management
• As proposal lead, oversee and manage all aspects of the proposal development processes—from capture to scoping, development, and submission
• Draft non-technical sections of proposals, including Past Performance, Corporate Capabilities, Staffing and Management Plan, Country Context, and Security Plans and shape technical narratives for coherence and compliance
• Train and mentor staff on proposal strategy, writing, and best practices
• Recruit staff and consultants for on-going projects and bids
• Coordinate with cost proposal team to prepare cost proposals
• Manage contents of corporate website and marketing materials
• Liaise with partner organizations on business development-related activities
• Coordinate and support business development meetings

Position Requirements:

• Bachelor’s degree in Economics, Business Administration, Accounting, Public Administration, Public Policy, or another relevant field; Master’s degree preferred
• At least seven years of professional experience of business development experience, including deep experience with USAID as well as experience with the World Bank, international development contractors, NGOs, or other donor/development agencies.
• A combination of equivalent education and work experience may be substituted for the above requirements
• Experience responding to a range of contract and grant mechanisms across different USAID Bureaus and sectors
• Proven success outlining, writing, and coordinating winning proposals for USAID opportunities and for other donor agencies
• Familiarity with funder guidelines (e.g., FARs, AIDARs) and a proven track record of translating them to internal business and subject matter experts
• Demonstrated ability to identify emerging business trends resulting in strategy recommendations to unit management
• Demonstrated experience in project management, program assessment, and program design across sectors; institutional capacity building; human resources; performance improvement; institutional development; and research, data collection, monitoring, and evaluation in developing country settings
• Demonstrated ability to draft and review cost proposals and cost narratives
• Demonstrated ability to build partnerships within the USAID ecosystem
• Proficiency in written and spoken English. French, Spanish, Portuguese, or Arabic language a plus.
• Proficiency with Microsoft Word and Excel
• Experience working in a team environment
• Strong organizational, communication skills, and high level of attention to detail

This position offers an anticipated annual base salary range of $110,000 - $155,000. This position is eligible for a discretionary bonus based on company and individual performance.
