Provider Payment Reform Analyst

Mathematica is looking for a payment reform analyst to join our industry-leading work in the area of healthcare payment reform. For this position, we seek a self-motivated professional with experience designing, implementing, and/or supporting healthcare payment reforms, including pay-for-performance, bundled payments, payments to support accountable care organizations and patient-centered medical home models, and other alternative payment models. As a payment reform analyst, you would support and potentially lead tasks on Mathematica’s payment reform projects with the Centers for Medicare & Medicaid Services (CMS) and other national and state government agencies. Example projects include:

  • Calculating performance scores and value-based payments for clinicians/hospitals
  • Developing and producing clinician/hospital feedback reports
  • Developing and refining quality performance scoring approaches
  • Developing and implementing bundled payment rates and reconciliation payments
  • Evaluating proposals for new alternative payment models

  • Developing simulation models to test the effects of new methodologies on payment amounts
  • Incorporating performance measures into payment reforms through the development and implementation of scoring methodologies
  • Contributing to technical assistance tools, frequently asked questions documents, response scripts, implementation guides, webinar presentations, and other outreach materials to educate providers about payment reforms and to support provider help desks or call centers
  • Assisting with the design and development of provider feedback reports
  • Collaborating with federal, state and other clients and stakeholders through direct interactions and accessible written reports
  • Working closely with statisticians, clinicians, programmers, and other multi-disciplinary team members in developing data systems and reporting processes to support payment operations
  • Reviewing policy documents and translating them into specifications
  • Supporting teams tasked with designing, implementing, validating and/or providing analytic support for provider payment reforms

Position Requirements:

  • Master’s degree and 2+ years of relevant experience, or Bachelor’s degree and commensurate work experience, in any of the following fields: economics, statistics, data science, health informatics, public policy, public administration, public health, business, or a related field
  • Strong data analysis skills and knowledge of health care claims, other administrative data, and quality and resource use measures
  • Ability to translate complex policy and methodology into technical specifications
  • Experience in health care consulting, payer, delivery system, or government agency working on payment reforms
  • Understanding of Medicare value-based purchasing and alternative payment models is especially desirable
  • Ability to think critically about issues relating to policy development and implementation
  • Excellent oral and written communication skills to support close client collaboration on fast-paced projects
  • Demonstrated ability to work independently to deliver high-quality work to our clients on time
  • Strong organizational skills and high level of attention to detail as well as the flexibility to manage multiple priorities, sometimes simultaneously, under deadlines
  • Ability to complete tasks on tight deadlines without compromising quality
  • Experience with MS Project, Jira, and Confluence is desirable
Various state and federal agencies with whom we contract require that staff successfully undergo a background investigation or security clearance before working on certain projects. If you are assigned to such a project, you will be required to obtain the requisite security clearance.
